Regional Gender Coordinator Position

 

TERMS OF REFERENCE

 

1.       Background

 

This Attachment is an integral part of the Contract entered into between IFAD and the Contractor and sets out a detailed description of the Services to be provided hereunder and the levels at which the Services are to be provided. This Attachment is intended to reflect the Services of the Contractor under normal conditions and circumstances and not to be an absolute commitment with respect to Services in the context of extraordinary conditions or circumstances. This Attachment is not intended to replace or amend in any way the Contract and in the event there is conflict between this description of Services and the Contract, the provisions of the Contract shall prevail.

 

Goal. The goal of the project is to generate a regional gender coordination process for women in rural areas.

 

The objectives of the Regional Gender Coordinator (RGC)) for the Near East and North Africa Division (PN) will be to:

 

§         Strengthen the gender focus and quality of IFAD supported projects and programmes in the region;

§         Generate an experience exchange of gender issues among IFAD projects and progrmmes;

§         Analyze the rural women’s situation, and

§         In the specific case of CARDNE, the RGC would also be involved in CAMARI to assist in the development of a gender sensitive M&E.

 

Subsequently, this role is expected to increase the overall impact of IFAD’s portfolio (loans and grants) on gender equality and women’s empowerment. 

 

The target group will be the Rural women organization in Near East North Africa region, especially those located in the member countries of CARDNE.

 

2.       Description of Services Provided

 

          Key activities include:

§       Mapping gender approach in IFAD’s portfolio.  Networking and knowledge sharing across projects and among partners in IFAD country/regional programmes, in collaboration with IFAD’s regional knowledge networks, and with IFAD/FAO regional capacity building and knowledge management programme, including a workshop to exchange information between gender experts of IFAD’s projects.

§       Organisation of a workshop on women in rural areas in the NENA region in Amman/Jordan.

§       Organisation of a country specific training events followed by a regional seminar on gender mainstreaming gender analysis in key areas of the country programmes namely, agricultural production, natural resources management and / or marketing. These events will be identified jointly with the projects and country programme management teams.

§       Elaboration of three papers to analyze rural women’s situation with a special focus on legislation, and women access to productive resources and markets.

 

§       Development of a database for gender indicators as a sub-component of CAMARI - M&E system. 

§       Preparation of a report that focuses on regional gender process to be reviewed and approved by the Director General of CARDNE, who in turn will submit to PN as a project deliverable.  

 

Person specification:

 

-          A national of Jordan and resident in Jordan;

-          Extensive professional expertise in gender mainstreaming/women’s empowerment in the areas of gender sensitive M&E, gender in development programming and/or in training;

-          Professional experience with rural development projects/programmes;

-          Excellent communication and networking skills;

-          Fluency in Arabic and English, and working knowledge of French is an asset;

-          Good computer skills, including web page management.

-          Familiarity with IFAD’s regional/country programmes is an asset;
